Flávio Bolsonaro, senator for Rio de Janeiro and presidential candidate of the Liberal Party (PL), used a campaign stop in Angra dos Reis to advocate for a broader energy agenda and faster environmental approvals for tourism‑related construction.
Speaking on Saturday, Bolsonaro said the energy sector should be a priority of a future government, proposing an expansion of nuclear generation, incentives for oil and gas exploration, and the removal of environmental licensing obstacles for infrastructure projects. He specifically called for the resumption of work on Angra 3, the third unit of the Angra nuclear power plant whose construction has been stalled for years, and said he would seek private‑sector partnerships to move the project forward.
Beyond energy, Bolsonaro urged municipal leaders to revise local master plans to speed up licensing for condominiums, large enterprises and resorts across the Costa Verde area, which includes Angra dos Reis, Mangaratiba and Paraty. "We have many infrastructure works that can be brought to this region, especially by clearing the environmental questions that have hindered Angra’s proper development. Millions of Brazilians spend thousands of dollars to go to Cancún, Indonesia, and we could offer the same experience here," he said.
The event featured a carretinha (convoy) to the Cais Santa Luzia pier followed by a boat parade. Bolsonaro was seen dancing on a pickup truck alongside supporters. Other PL candidates present were Douglas Ruas (candidate for governor of Rio de Janeiro), senators Carlos Jordy and Carlos Portinho, and Alfredo Gaspar, the party’s vice‑presidential nominee.
The Angra dos Reis appearance came a day after Bolsonaro’s interview with TV Globo and followed earlier campaign activities in Copacabana beach and a rally in Nova Iguaçu, both in the Rio de Janeiro metropolitan area.
The Bolsonaro family has long‑standing ties to Angra dos Reis, maintaining a holiday home in the historic Mambucaba district where former president Jair Bolsonaro has received voters during past campaigns. The locality is also known for the "Wal do Açaí" ghost‑employee case, in which Walderice Santos da Conceição sold açaí in Mambucaba while being listed as a staffer in Jair Bolsonaro’s congressional office from 2003, a scheme exposed by Folha de S.Paulo in 2018. Walderice later ran unsuccessfully for local council in Angra in 2020 under the name "Wal Bolsonaro".
