Brazil’s Federal Police found messages, contract drafts and phone metadata detailing benefits that former Banco Master owner Daniel Vorcaro allegedly offered Supreme Federal Court (STF) Justice Alexandre de Moraes over nearly two years, according to single-source reporting by Folha de S.Paulo.

The report became public after Justice André Mendonça lifted its confidentiality on Tuesday, September 1. Moraes had not commented on the document’s contents by Wednesday afternoon, according to Folha.

Legal Fees and Aircraft

The material includes two proposed legal-fee agreements involving the law firm owned by Viviane Barci de Moraes, the justice’s wife. The first contract, signed in January 2024 between Banco Master and the firm, called for 36 monthly payments of R$3 million, totaling about R$130 million (approximately USD 23 million in a rough conversion). It remained in effect until the bank was liquidated in November 2025.

Police said phone metadata identified a user labeled “Minister Alexandre de Moraes” as the person responsible for the final edits to two versions of the contract draft. The firm said its compliance department consulted Moraes, as the husband of its managing partner, to determine whether legal restrictions applied because Banco Master cases were pending before the STF.

A second proposed agreement, worth up to R$50 million (approximately USD 9 million), would have transferred interests in a Legacy 650 jet and an EC 155 B1 helicopter to the law firm. Another R$10 million would have covered flight expenses. The firm said it accepted only the first contract, rejected the second proposal and signed nothing related to the aircraft.

Messages cited by Folha, however, show a partner of Vorcaro asking Viviane whether she was enjoying the use of “your shares.” She replied that she was “very much” enjoying them. In August 2025, an employee told Vorcaro that an aircraft was scheduled to serve “Barci,” apparently referring to the firm. Vorcaro replied: “Do not fail to serve Barci.”

The police report also records internal discussions about the reputational risk of keeping the aircraft tied to Vorcaro and a possible transfer to another company. It does not establish whether that transfer occurred.

Luxury Stays and London Forums

In December 2023, Vorcaro instructed an employee to arrange a luxury “complete experience” for nine guests and four security officers at the Six Senses Botanique hotel in Campos do Jordão, São Paulo state. The request followed a reference by former Communications Minister Fábio Faria to a lunch with “Alex,” apparently Moraes. The report does not independently confirm that the meeting took place.

Vorcaro also helped organize two legal forums in London. Messages reviewed by police indicate that Moraes invited other STF justices, suggested changes to the program, approved text and vetoed potential speakers. The 2025 edition was later canceled, although organizers had discussed issuing Moraes’s flight ticket. The report does not independently verify every event or conversation described in the messages.

The documents recovered by police contain messages sent by Vorcaro but not the replies, because the participants exchanged disappearing images containing text prepared in a notes application. As a result, the material does not establish in every case whether Vorcaro’s requests were fulfilled.
